MINUTES OF SHOALS AT ARBOR HILLS PROPERTY OWNERS ASSOCIATION MEETING
AUGUST 26, 2009
A meeting of the property owners of The Shoals at Arbor Hill was
held on August 26, 2009 at the community pavilion. Mr. McCracken,
President, called the meeting to order at 6:38 p.m.
Mr. Whaley made a motion to waive the reading of the previous
meeting's minutes as they had been posted on the community website
for several months. John Morrow seconded the motion and after
unanimous approval, the reading was waived.
OLD BUSINESS
Mr. McCracken was pleased to report the association still has
approximately $25,600 in the account as of the end of July. He
reported there should be sufficient funds to make it to year end,
although we are currently $10,000 below budget due to delinquent
homeowner fees. Flowers will be planted in common areas for the
autumn season, but the board will be frugal where future
expenditures are concerned.
Two light fixtures at the entrance are scheduled to be replaced.
Once the new fixtures are installed, a timer will be set to turn the
entrance lights off at midnight and back on early in the morning,
probably 6:00 a.m., to save on electricity costs.
HOA legal actions were moving slowly, but are proceeding against
those homeowners who are in arrears on their fees. Mr. McCracken
feels there is a good chance of collecting payment, especially in
light of garnishment actions against the homeowner with the highest
outstanding amount.
Our community landscaper, Hemlock's, will be contracted at $50.00
every two weeks to upkeep the lawns for two of the empty homes in
the community, Lot 1 and Lot 31. Mr. Whaley is contacting the bank
for Lot 31 to ensure they reimburse the HOA for landscaping
expenditures. Mr. Whaley is also trying to locate the bank of record
for Lot 1 to ask about reimbursement of lawn expenses. Tolbert's
will be contracted at $50.00 every two weeks to keep the lawn
presentable at Lot 17.
Frank Bramble raised the question of maintenance on the pools at the
homes where the owners have moved out. He cited the increased
breeding of mosquitos at untended pools, as well as the safety
hazard presented by unmonitored pools. Mr. Whaley will contact the
landscapers for those lots to see if they will maintain the pools.
Mr. McCracken reported two homes in the community have sold: Lot 23
and Lot 16. Please make a point of welcoming the new residents to
the neighborhood.
The community pavilion bathroom will have the pipes flushed for
winter to prevent breakage. Mr. Whaley noted he will be contacting
CCM to discuss painting of the pavilion.
NEW BUSINESS
Mr. McCracken stated that in 2010 the community fencing will need to
be repaired and repainted. He also stated that anyone contracting for their own
fencing will pay twice as much per linear foot, when compared to the
price the community will pay.
A Halloween Trick-or-Treat party will again be held for young

Mr. Aaron made a motion to adjourn, seconded by Mr. DiBattista. The
meeting was adjourned at 7:09 p.m.
